V. M. Koretsky Institute of State and Law of the
National Academy of Sciences of Ukraine
V. M. Koretsky Institute of State and Law of
the National Academy of Sciences of Ukraine is
a leading research and educational centre wellknown
in Ukraine and abroad. It was founded in 1969
on the basis of State-and-Law Sector of the
Ukrainian Academy of Sciences which had acted
since May 1949. The Head of the Sector and
then the first Director of the Institute was a famous
scholar and lawyer, research organizer and public
figure, academician V. M. Koretsky. From 1974 till
1988 the Institute was headed by academician
B. M. Babiy. Academician Y. S. Shemshouchenko has
been the director of the Institute since October 1988.
On the staff of the Institute there are more
than 50 doctors and candidates of sciences. Among
them are academicians and associate members of
the National Academy of Sciences of Ukraine and
the Academy of Legal Sciences. Many research
workers of the Institute have been given the titles
of Honoured workers of science and technology of
Ukraine and Honoured Lawyers of Ukraine. They
have been awarded with state rewards, as well
as awards of the President of Ukraine, state and
academic prizes named after distinguished scientists.
There are 8 departments which serve as the focal
point of the Institute's intellectual activities. They
are: - 1)department of theoretical problems of state
and law;
- 2)department of historical and politological
studies of state and law of Ukraine;
- 3)department
of constitutional law and local self-government;
- 4)department of problems of civil, labor and busi-
ness law;
- 5)department of problems of state mana-
gement and administrative law;
- 6)department of
problems of agrarian, land and ecological law;
- 7)de-
partment of problems of criminal law, criminology
and legal proceedings;
- 8)department of international
law and comparative law. These departments carry
out research in the sphere of state and law control
over national ecological security and agricultural rela-
tions; international law and comparative law; human
rights protection; ethnic constitutional law; prevention
of crime and ensuring national security etc.
The Institute is responsible for preparing and
publishing 6-volume Juridical encyclopaedia. Resear-
chers of the Institute take part in preparing draft
bills. They were included to the Constitutional com-
mission and the working group dealing with the
draft Constitution of Ukraine. The Institute provides
expert opinion and consulting legal aid for the
Verkhovna Rada of Ukraine, the Government, the
Administration of the President of Ukraine, judicial
and state bodies.
The Institute cooperates with the corresponding
bodies of the UNO, Council of Europe, foreign
embassies, associations of lawyers, international
funds, scientific centers of different countres.
There are Academic Council, Consulting Centre,
International Centre of space law. Centre of banking
law, Council for legal and research expertise and
Centre for preparing and publishing Juridical ency-
clopaedia. On the basis of the Institute functions
Council for coordination of fundamental legal re-
search of the National Academy of Sciences of
Ukraine.
There are post- graduate courses and doctor's de-
gree* research courses in the Institute, specialized
Academic Councils which take decision to award
degrees of doctor or candidate of laws and polito-
logy. There is also Council of voung scientists.
In 1996 the Higher School of Law was founded
at the Institute. This is a higher educational es-
tablishment of law.
The Institute publishes annual scientific bulletin
constitutional State" and research year-book of young
scientists "State and Law". The Institute is also
a co-publisher of the journal "Ukrainian Law".
